According to estimates from 2011, California has the largest minority population in the United States by numbers, making up 60% of the state population. Los Angeles County had the largest number of registered Democrats and Republicans of any county in the state. The state of California sends 53 members to the House of Representatives, the nation's largest congressional state delegation. Consequently, California also has the largest number of electoral votes in national presidential elections, with 55. The current speaker of the House of Representatives is the representative of California's 12th district, Nancy Pelosi; Kevin McCarthy, representing the state's 23rd district, is the House Minority Leader. California's legal system is explicitly based upon English common law but carries many features from Spanish civil law, such as community property.
